How Lifeline Services Benefit Low-Income Individuals and Families

People rely on Lifeline for phone service and affordable home internet. But then, some proposed changes to Lifeline and other federal policy proposals threaten their ability to use these vital services.

Lifeline is a government benefit program that provides monthly discounts for telephone service (landline or wireless) to eligible low-income consumers in every state, territory, commonwealth, and on Tribal lands.

Access to Emergency Services

Lifeline is open to eligible low-income subscribers who participate in federal assistance programs, like the Supplemental Nutrition Assistance Program (SNAP), Medicaid, the Veteran Pension, or the Bureau of Indian Affairs General Assistance. Your household income must be at or below 135% of the poverty guidelines to qualify.

By taking the cost of phone and internet service out of your budget, Lifeline allows you to save money for other needs and emergencies. It’s an essential program that ensures more families are connected to their loved ones, their jobs, and the emergency services they depend on for safety and stability.

As you can imagine, it’s already a challenge to find out if you qualify, then track down providers in your area and fill out forms. Attempting to get Lifeline is even more complicated when living on a tight budget. That’s why i was reformed and modernized the Lifeline program, including broadband as a support service and introducing a National Eligibility Verifier to help verify subscribers’ participation. The goal is to make it as easy as possible for eligible subscribers to receive their benefits.

Access to Healthcare

As mentioned above, lifeline service in Texas can help remove some of the monthly expenses that low-income households have to deal with. This can free up funds to help cover other costs, like healthcare. In some states alone, over 7 million people rely on Medicaid to help them get the medical treatment they need.

However, access to this health care is often hindered by various factors. This can include a lack of reliable transportation or financial instability. Additionally, patients with chronic diseases and disabilities often face barriers when getting the proper treatment they need.

As the first in a two-part series, this blog post highlights how access to telephone and internet services through the Lifeline program can help address some of these issues. Those who qualify for the program can receive a discount on their landline, mobile (wireless) phone, and internet service through this program. The program has been available since 1985 and helps Americans stay connected with jobs, family & 911 emergency services. 

Access to Education

Lifeline is a phone and Internet discount program for low-income consumers in every state, territory, commonwealth, and Tribal land. To qualify, consumers must prove their income falls 135% or less of the federal poverty guidelines and participate in assistance programs like Medicaid, New Jersey SNAP, SSI, Federal Public Housing Assistance, or Veterans Pension and Survivors Benefit.

However, many students from low-income families struggle to do well in school without access to the technology needed to complete their homework and assignments. They may not have a laptop or desktop and require more skills to spot spelling and grammar mistakes in their digital work.

A significant part of the solution is ensuring that all students have access to a high-quality education, including better preparation in K-12 and increased funding for higher education. Student aid tied more closely to performance would also provide a strong incentive for low-income families to send their children to college and help them avoid dropping out with too much debt. Combining these policies can narrow the opportunity gap and create a more inclusive America.

Access to Employment Opportunities

Since its launch in 1985, Lifeline has helped millions of low-income Americans access the opportunities and security of a reliable phone connection. This includes connecting them with jobs, family, and 911 emergency services.

When subscribers save on their monthly phone bill, they can put that money toward other necessities like food, rent, or utilities. This helps lift them out of poverty and into a better economic situation.

The government-subsidized Lifeline program is available to eligible low-income individuals and families nationwide, including Utah. Eligible participants must meet specific requirements, which include having an income at or below 135% of the federal poverty guideline or participating in one or more public assistance programs like SNAP. It’s important to note that only one Lifeline-supported service is permitted per household. A household is defined as any individual or group living at the same address and sharing income and expenses, such as a married couple living with their children. It is also against federal rules to receive Lifeline benefits from more than one provider, and those who willfully do so can be penalized by fine or imprisonment or barred from participating in the program entirely.

Access to Community Resources

Many local and state programs help low-income households. Some examples are the Affordable Connectivity Program (ACP), which gives eligible families a monthly telephone or broadband service discount. Other resources include free smartphones through the Lifeline program, Internet access, utility bill assistance, and more. For instance, those who qualify for Lifeline can receive a smartphone with 12.5 GB of 4G/LTE data, Wi-Fi hotspot capacity, unlimited talk and text, and a voice plan at no cost. Other phone plans and pricing options are available through other providers.

In addition to Lifeline, various government programs, charities, and non-profits help low-income families and single people find housing, food, and other basic needs. They also offer financial aid, including free or reduced-cost car loans, credit cards, bank accounts, and social services. Homeless people can access shelters, and those needing assistance paying utility bills can benefit grant program. Even community centers and clinics provide low-income households with free healthcare and other services.
